Emotional support animal evaluations for New Orleans, Baton Rouge, Shreveport, Lafayette, Lake Charles, Monroe and Alexandria
Since August 2024, Louisiana’s Support and Service Animal Integrity Act has set firm rules for ESA documentation: a 30-day therapeutic relationship, at least two sessions and a clinical evaluation, all of which can happen remotely.
Begin with a free pre-screening, then work with a licensed provider on Louisiana’s timeline.

Pre-screening does not guarantee approval. Louisiana documentation can only be produced 30+ days into a therapeutic relationship, after at least two sessions.

Louisiana ESA Laws at a Glance
Last reviewed November 2026 against official Louisiana and federal sources.
Act 558 of 2024 (HB 407) added a full chapter on support animals, Louisiana’s term for animals other than service dogs that give therapeutic emotional support or assistance. Its stated purpose is to “restore integrity” to how the need for one is determined.

Louisiana Attorney General — Fair Housing
Within 1 year under the Equal Housing Opportunity Act, or with HUD within 1 year.Plan at least a month ahead: the relationship and the clinical evaluation must both come 30 or more days before your documentation is dated. If you’re signing a lease in Baton Rouge or moving into a New Orleans apartment, start early.
2026 federal change: since May 22, 2026, HUD has reviewed untrained ESAs case by case. The Fair Housing Act’s text hasn’t changed, and documentation that meets R.S. 46:1974 gives a Louisiana landlord a clear, verifiable basis to approve your request.

Flights
No. Airlines at MSY, BTR, SHV and LFT may treat an ESA as a pet.
Stores & Restaurants

Louisiana ESA Documentation Checklist
R.S. 46:1974(A) lets a healthcare provider produce support animal documentation only if:
- They hold an active Louisiana license, or a license through a licensure compact
- They are qualified to evaluate and diagnose disabilities and performed a disability assessment
- The therapeutic relationship began at least 30 days earlier
- There were at least two sessions, in person or remote
- A clinical evaluation was done no less than 30 days before the documentation
- The letter shows the effective date, license number and license type
Who may qualify: Louisianans with a disability as defined by the ADA or the Fair Housing Act, including conditions such as anxiety, depression or PTSD, when the animal provides therapeutic emotional support.
Good-faith care only: a “therapeutic relationship” requires actual knowledge of your disability and need. Letters issued without a meaningful assessment don’t qualify.
Louisiana ESA Letter FAQ
Does Louisiana have an emotional support animal law?
Yes. The Support and Service Animal Integrity Act (Act 558 of 2024), codified at La. R.S. 46:1971 and following sections, regulates "support animals," which includes animals that give therapeutic emotional support. It sets rules for providers who write ESA documentation, requires notices from sellers, and fines misrepresentation. Housing discrimination itself is covered by the Louisiana Equal Housing Opportunity Act.
What does Louisiana require before an ESA letter is written?
Under La. R.S. 46:1974(A), the provider must hold an active Louisiana license (or a license under a licensure compact), be qualified to evaluate and diagnose disabilities, perform a disability assessment, establish a therapeutic relationship at least 30 days before writing the documentation, hold at least two sessions with you, and complete a clinical evaluation no less than 30 days before the documentation is produced.
Can the two sessions happen online?
Yes. The statute says the two sessions may take place "in person or remotely," so a Louisiana ESA evaluation can be done through telehealth as long as the 30-day timeline and the other requirements are met.
What must a Louisiana ESA letter include?
At minimum the effective date, the provider's license number and the type of professional license held. In practice it should also confirm a disability and a disability-related need for the animal without naming the diagnosis.
Why can't I get a Louisiana ESA letter the same day?
Because Louisiana requires a therapeutic relationship and a clinical evaluation at least 30 days before the documentation is produced. Any service promising an instant Louisiana letter isn't following R.S. 46:1974.
Do ESA certificates or registrations count in Louisiana?
Not as proof of need. Louisiana's definition of a therapeutic relationship excludes anyone who issues a certificate, letter or similar document "without conducting a meaningful assessment." Sellers of support animal certificates or letters must also give buyers a bold written notice that the document does not give the animal service dog rights.
What are the penalties for a fake ESA in Louisiana?
R.S. 46:1977 sets fines of up to $500 for a first offense, $1,000 for a second and $2,500 for a third or later offense. The rules apply to individuals who misrepresent a need, providers who document without a basis, and businesses.
Can a Louisiana landlord deny my ESA or charge a pet fee?
A landlord can deny a request that is unreasonable, such as one involving an animal that poses a direct threat, would cause substantial damage that can't be reduced, or would impose an undue burden. Louisiana's ESA law doesn't set a pet-fee rule, so ask in writing whether fees will be waived. Since HUD's May 22, 2026 policy change, untrained ESAs are reviewed case by case under federal law.
Can I take my ESA into stores or restaurants in Louisiana?
No. Public-access rights in Louisiana (La. R.S. 46:1953) belong to service dogs. Representing an animal as a service dog when it isn't one is itself a violation.
Can I fly with my ESA from New Orleans?
Under 14 CFR Part 382, airlines at New Orleans (MSY), Baton Rouge (BTR), Shreveport (SHV) and Lafayette (LFT) may treat an ESA as a pet. A task-trained psychiatric service dog can still fly as a service animal.
Where do I file a housing complaint in Louisiana?
With the Louisiana Attorney General's Fair Housing section within one year of the incident, or with HUD within one year. A private Fair Housing Act lawsuit can be filed within two years.
Does an evaluation guarantee an ESA letter?
No. The provider decides after evaluating you, and in Louisiana documentation can only be produced once the 30-day and two-session requirements are met.
